Not sure if these are any good but Gaynors do Sprayway all day trousers for that sort of price. A mate swears by they but I only swore at them when I tried them on and they weren't long enough.

Waterproof trousers are an odd product (especially waterproof overtrousers). I've had quality overtrousers in the past (haglofs windstopper which although technically not waterproof are as near as) and found their use to be VERY limited. The reason for this is the paradox of when it rains it's not cold enough for them and then when it's subzero you don't need waterproof, merely windproof anyway (I'm sure winter ice climbers etc may find odd situations with water at comfortably sub zero temps but that's just odd).

If you're comfortable walking along in your normal trousers (at say 10 degrees in the shade), when the rain starts the temperature stays the same and so adding an extra layer (which is what you do with overtrousers) simply leads to you overheating. I find this is far more the case with trousers than jackets. A second thing to note is that your legs notice water far less than your torso (or at least my legs do) which fortunately means you don't need as breathable materials.

Having said that, I do have waterproof trousers (paramo velez adventure light) which unfortunately are out of your price range but the important part is that they aren't over-trousers, you wear them all day so if you're comfortable before the rain, you don't need to add an extra layer when it starts. The other option I'd highly recommend (and what I use in slightly warmer weather) is softshell trousers (I use powershield but I'm sure there are many other adequate fabrics) and just deal with a bit of rain.

However, if I was to get overtrousers again (which I'm not), these look good: dhb Wickham eVENT which although for cycling probably tick all your boxes for general use.

Derek, those trousers look good!

The only thing is, I've seen the size chart and it says waist 32, leg 29 o.o

I'm a 28" 32", will they fit do you reckon?
Would I have to wear gaiters?

Inov8 mistlite pants - okay, not particularly stretchy, but fairly close fitting as they're aimed at runners. On the rare occasion I have needed extra leg cover, they've been great.

I am 29.5" leg  30" waist. They will certainly be comfortable to 28" as they have a drawcord and elastic. My partner is 3" taller than me at 5'9". I am afraid I do not know her leg measure but. (Edit I asked 31") She got a pair and then another even though they ride higher on her leg. She often wears trekmake amphibian goretex socks which come 8" up the leg. There is still about 2" overlap on her so they never make a gap, the socks stay inside the trousers. I just measured a pair I just bought. Laid flat on the floor, From the crotch seam to the bottom of the elastic cuff unstretched I make 29.75 inches. In use as they are stretchy flexing your knee will make them stretch as well as ride up. I just easily stretched them to 33".

I find them really comfortable. the sort of waterproof trousers you can wear over shorts in summer rain and not bother to take off when it stops until you overheat.

I own the OMM Kamleika trousers, the older model. They are stretchy wateproof, but fit is very important, the effort to raise your leg can be made worse if your stretching the fabric due to poor fit. Remember that anything you add to the legs to make it harder to walk will obviously tire you quicker. I do a lot of cycling and my calves are about the size of most people's thighs. I had to go and try some on to know my size.

Point was made that when it starts raining temperature remains the same. Kind of, it depends on the season. In UK winter, the rain is coming with an increased temperature, the dry is often colder. In summer, the opposite. The effect with over-trousers is the chilling effect of rain hitting the fabric  is held away from your legs and you're effectively becoming too-warm and often get as wet in waterproof over-trousers as just some more breathable windproofs. Also, its not just the rain hitting the legs, but the rain running off the jacket which is effectively doubling or more the water that hits the crotch and thigh area, these becoming soaked if you're not in something to shed runoff.

I liked the OMM for cycling cold wet weather, but breathability not brilliant. For walking, when its not sufficiently cold for Paramo, I  found a good compromise, is for water-tolerant trousers, such as Rohan poly-cotton and carry Pertex over-trousers to wear if rain becomes too heavy, to reduce the run-off soaking in. Areas like the rear of the trousers and the lower legs are bone dry often. 

For when its properly cold forecast and/or pouring down for hours, also to-be owner of Velez trousers, I loved my Cascadas but they limited by too-warm and I had a gap of a temperature betwen the above OMM / Pertex and Cascadas. I paid a little under 100ukp for my Velez trousers, I hope to sell my Cascadas for around the 60ukp, probably in the new year as prices increase, so the upgrade costing me about 40ukp.

I'm gonna go for some Berghaus Deluges from gooutdoors and get the ladies ones so they fit better. Heh.

I will only wear them when its really chucking it down, but with me the rain seems to be either off or all on so I need a proper pair.

£22.50 should be alright, I know they aren't stretchy but slim enough.
