I'm guessing that if he can no longer use his fingers to whistle then a proprietary whistle would be as much use as an Italian captain on a sinking ship.

Kitchen roll is more versatile than loo roll, it doesn't immediately disintegrate when damp.

I put together a kit in a clear plastic waterproof pouch the other day. I've yet to use it but I have the following in it
First aid kit (plasters, dressing, tick removers, steristrips, safety pins, rubber gloves, paracetamol etc) Inhaler Lighter Petzl e+lite swiss army knife plastic card wrapped in duct tape Tissues Small piece of paracord
I figured that I could just lob it in my bag as it has spares of things i might need. I've also got some dental floss in there as i found some in the cupboard and figured it might be useful string but i reckon i'll be removing it

 Btw, i can whistle with 1 finger, so as long as i have one arm working enough to allow me to lift a finger to my gob, i should be fine. 6 times, repeated at 1 minute intervals???

 I've never understood the chocolate teapot one; personally I think chocolate teapots are very useful, especially as I don't really like tea but do like chocolate  Simon's modernisation is far better from my perspective
