As I understand it the above site will cover any excess following a claim though you first have to pay the hire car company and then claim it back from them. It also covers any caim to the roof, underside and bonnet of the car withare ot covered with the Hertz extra insurance.
Iv'e taken this insurance out for the last few years as we fairly regularly hire cars in France.
Seems a good deal to me as the car hire companies really do rip you off.
Got stung last year for about £180 for a small scratch on a bumper. Couldn't prove it wasn't us who had done as it was peeing down with rain when we got the car and would have been impossible to see.
Like all insurance its peace of mind. If you do have to use it ,make sure you claim quickly as there's a time limit on it.
My own fault as I left it over the time limit. They were very apologetic but it was about a month past the cut off date so I couldn't complain.
Just shows you should always read the small print. They did say they would have paid up OK if I had claimed in time but I suppose they would say that wouldn't they.

Oh yes...many years ago I used to work in the insurance industry. To an extent, it doesnt matter what you are insured for - what is important is under what conditions will you not be paid out and what they will not pay out on no matter what.
As long as you understand and are happy the limitations, then you shouldnt have any nasty surprises.
you dont actually need car insurance in new zealand. i know when i hired the car i took their big policy out, that would pay repairs for both parties. but its not an essential when hiring a car,
so many time I hired a car in different countries, but the cheapest one I got in Ireland without decreasing the quality of a car, its really a miracle for me because I don't get the cheapest car even in own country !!!!!thats spirit of the Car Hire Excess
