VR is unlikely to be skin-hugging, IME, as it's not very stretchy (there is a stretch version, but I suspect the stretch comes form the PS side panels).
I'd recommend fleece and windshirt, too...

PowerStretch certainly has the potential to be skin-hugging (depending on cut, of course), but I've never found any Paramo that gets within 4" of my body...
I'm looking for a mid layer, preferably skin hugging, a hood would be good too as i get really cold ears, think rab vapour rise style but for wearing over wicking base and under a gore-tex performance shell when the heavens decide they hate me, so it doesn't need to be water resistant.
I don't want anything too hot as it'll be used from now till autumn but it would be nice if it could provide some wind protection also.
Should i just buy VR, i'd prefer something cheaper to be honest.
Any suggestions.

It's fit is hugging. It breathes really well. It has Polartec Power Dry that works surprisningly well and has a hood with a deep offset zipper. When zipped all the way up it covers the mouth to just below the nose. I think it's a great piece of kit. It isn't waterproof or wind resistant. But, as a base and/or mid-layer it's my favorite most of the time for cool to cold conditions. The R1 isn't anything like the VR but having said that, the two could be used together in cold, windy, somewhat rainy conditions and would work well.
Make you you try one on, my local GO had one half price in a small, which is my usual size so I thought would be ideal, but it was really tight under the arms.

If your looking for a breathable mid-layer or shell jacket, then the RAB vapour rise does it all. I wore it this morning up to 2000 meters; in deep snow and with just a thermal base layer. This jacket really does what it says; keeps you dry, comfy and the wind off.
On the minus side, you may need to size up if you want to wear a fleece underneath as its a relatively tight fit.
