As most people put on waterproof trousers reluctantly, when already wet, weight seems more important than breathability seems less important than weight/price, as are just to keep warm:
However, wet knees are unpleasant: Inspired by cycling product Rainlegs(www.rainlegs.co.uk), I modified some cheap 2ox PU trousers so that the could be worn on front of legs only in mild rain:
remove elasticated waistband: add a ladderloc to one side, and webbing strap to other, place belt loops on rear of waist: when worn fully belt goes thru the loops, otherwise does not. Add elasticated/mesh velcro straps at ankles and below knee to secure trousers in 50% mode.
Result: Lighter trousers with an extra feature.

 Not a bad idea but i just buy some that have full length side zips for easy put on over boots and great for venting when needed...

 I had some old water proof trousers i bought for a tenner that i converted to 3/4 simply by cutting them shorter and using some seam seal to hem them. They have no breathabilty but it dosnt seem to matter so much as the bottom of your legs is vented .and they stop your shorts getting wet when its too hot for full length w.proof but too cold for nothing. Theres no restriction of movement either when wearing them . As a wp trouser hater I think this is a good compromise.

Burp, 3/4 length wp trousers also seem a good idea.
By adding some press studs, and a little bit of overlap, the removed lower 1/4 section could be made optional, whilst the gaps between poppers could still act as a vent, whenever used in full length mode.
A further similar but permanent vent could be made by cutting of legs as if making waterproof shorts, then sewing back on (sewn intermittantly around the circumference) forming an overhang = vent. A mesh waistband would add further venting.

 They're 194 quid! You can buy 3/4s for around 80quid from bike shops , or you can make your own for around 20. up 2 you whether you can be arsed i suppose.
