I don't have this but it looks a bit similar to the Patagonia Ready Mix jacket which I use.
The Ready Mix is a brilliant jacket. It is a stretch woven non-membrane softshell like the Scimitar. There are a bewildering number of different types of softshell but to me these stretch woven non-membrane softshells hit the sweet spot.
The Ready Mix is nice to wear and very breathable. The fact that it has no built in insulation also makes it more flexible.
Soft shells like Gore Windstopper will be a lot more water resistant and robust but heavier and much less breathable. At the other end of the spectrum very light, packable windshirts (e.g. Montane Litespeed) are not as nice to wear (flappier and more plasticky against the skin).
