Interesting that they allow this in Snowdonia but won't allow it at Honister!

They haven't actually allowed it "in Snowdonia"...
Penrhyn Quarry is outside the national park boundary (as are many of the other large quarries e.g. Llanberis and Blaenau Ffestiniog). Whereas Honister is well inside the LDNP.
So it'll be a different planning authority and no doubt a different set of planning considerations and priorities to assess. Not altogether unreasonably...
