What's that building near the Blackwater dam?

I went walking around the Blackwater Dam last week. At the southern end of the dam is a locked lodge which I guess is still in use as it has calor gas plumbed into the building. Is this a water works worker's cabin or a shooting lodge?

Not sure who it's used by, but it has a great rhubarb patch behind it )
