Not sure why internet would be needed for GPS. The only reason might be to get A-GPS info, but that's just a way of getting a hot start.
What's the model number? There seem to be a huge raft of GoClever tablets, all with different features. I found the T76GPS which has DTV and GPS.
I was given a Sumvision Cyclone Astro+ with a cracked screen, and it's okay. In some ways, it's less frustrating than the iPad, because it has a file manager, and I can save files the the Ghost of Steve Jobs doesn't know about, and I'm mostly in control of it. On the other hand, many of the apps don't work too well; text editors that can't select/cut/paste text, or can't save files, browsers that don't allow you to enter text (that may be an OM downgrade issue), etc. I get to choose which degree of frustration I have to suffer...
