Marvellous. The thing that gives it away (other than the total improbability of Dubya getting interested in any non-americans' rights, actually scrub that, should be dubya getting interested in anyones' rights) is that he allegedy said "subjugate". Not a word he could use or indeed spell - much like Nepal then.
"Those folks should know I've never been involved in a subju scandal, what about subjugate?" etc.
